I will let you in on a little secret; the Founders wanted/INTENDED for there to be obstruction and difficulty in passing laws/regulations. Grid lock was DESIRED by the Founders. In fact, originally the President and the Vice President were NOT aligned with each other. It was one of those pesky Checks and Balances the Founders put in, you know to keep those in power somewhat under control and LIMITED!
