Necrosis is the premature death of cells and living tissue that is always detrimental and can be fatal. When necrotic tissue builds up it must be removed.

I can't say that I am surprised at all that the Fed responded in this way:

"The federal government formally responded to the most serious legal challenge to the health-care overhaul, invoking its powers under the Constitution to regulate interstate commerce and impose taxes."
