Remember that the figures for unemployment only count those folks who are actively seeking employment - it does NOT include those disgruntled workers who have quit looking, or those working only part-time but would like full-time employment. If you factor in those people the rate would be well over 14%. I would feel comfortable with that figure ... at least according to Jeff Thredgold, a local Economist (he calls this the "underemployment ragte").
And the count for the figure of unemployed is derived from a random sampling of the entire population and/or surveys of employers (if you're looking at the employment rate for up/down activity) -- not the entire population of these United States.
