I know this is a couple months late ... but seriously, just let anybody and everybody carry a gun if they want to? What if they don't know the first thing about using one? What if they don't know anything about using one? It's like just letting your 12 year old drive because he/she is tall enough to reach the pedals and see out the window. can you say s.t.u.p.i.d? Getting the permit requires that you show proof of proficiency and know the rules --- just like getting a DL.
And just like in Drivers Ed, they need to see what happens when a real bullet fired from a real firearm hits a living creature, the damage it really causes. You don't find they will get up and keep running like in the movies. People aren't legally allowed to drive after drinking alcohol - same should go for handling or being in the proximity of firearms. There's so much responsibility in the carrying and use of firearms and some people shouldn't get to just because they are 18.
That's why we have classes for 15-16 year olds in school to teach them how to drive a car and the rules of the road, so they can do it responsibly. If they don't follow the rules, their priveleges get revoked.
I know the constitution and the 2nd amendments gives everyone the right -- but when it was written, quite possibly everyone [I'm guessing] over a certain age was taught firearm respect and responsibility (out of life necessity) and they were never treated as toys.
